Development & Climate Days 2017 (day two)
The second day of this year's D&C Days at the climate change talks in Bonn, Germany, saw discussions ranging from the progress of the COP23 negotiations to climate migration and communications. Here's what happened, with key messages, photos and video coverage:
- D&C Days is held each year in the middle weekend of the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC). Amid the formal climate negotiations, D&C Days offers an opportunity for policymakers, researchers and practitioners to meet informally to explore key issues and ideas for future action in dynamic sessions that encourage dialogue.
- Here's what happened on the first day:
- ICYMI: Begin the second day of #DCdays17 by watching @SaleemulHuq's thoughts on day one, with a particular focus on getting finance to vulnerable communities --> https://www.youtube.com/watch?v=oa4mykBTq7g … #COP23
- On to day two!
- D&C Days may take place away from the formal COP23 negotiations, but the conversations remain connected. The first panel of the day assessed the progress of the talks in relation to the four key themes of the event (resilience through empowerment and access; valuing lived experience, and local knowledge; transparency and downward accountability; and shared resilience).
- The emphasis in current COP negotiations has shifted from negotiating to implementing on the ground - practitioners should be given centre stage! @SaleemulHuq repeats his 'inside-out COP' message --> https://www.iied.org/local-voice-must-take-pride-place-dc-calls-for-inside-out-cop … #DCdays17 #COP23
- @SaleemulHuq The world's most powerful nation may have decided to withdraw from the #ParisAgreement, but the people of that country haven't - that's what matters, says @SaleemulHuq #DCdays17 #COP23
- #COP23 - energy needs to move from consensus processes where one unwilling participant can block process to implementation of #ParisAgreement by coalitions of willing says @SaleemulHuq #DCdays17. e.g. US where fed govt has checked out but cities, business, civil soc are engaged.

- @M_Winthrop @M_Winthrop: There are no quick wins; there are a lot of intractable issues the #COP23 negotiators are still struggling with. But there are grounds for optimism - the substance of text is more practical. It's much more about action #DCdays17
- "We need to open the doors for NGOs and local communities” in the face of bureaucracy of climate negotiations, says Ruth Spencer, negotiator from Antigua and Barbuda #DCdays17 https://twitter.com/ban_tom123/status/929640361697390592 …
- @AchalaC points out that the #ParisAgreement itself is a disruption - all parties are taking action #DCdays17 https://twitter.com/me_elfs/status/929647328876691456 …

- After learning that the next destination for the International Conference on Community-Based Adaptation will be Malawi, participants headed off to parallel sessions.
- The first of these focused on human mobility and migration in the context of climate change, hearing from experiences in Kenya and Peru
- Pastoralists are the most resilient community - pastoralists (an economic activity & cultural identity) have always utilised movement as adaptation to climate change #DCDays17 https://twitter.com/me_elfs/status/929667504259108865 …
- @agnesleina @Illaramatak @agnesleina highlights how Maasai cows used to move between Kenya & Tanzania in response to drought. Now, Tanzania president says his country isn't a grazing land for Kenya's cows --> http://www.theeastafrican.co.ke/news/Magufuli-Kenya-cattle-diplomacy/2558-4177942-fkjac7z/index.html … #DCDays17
- “In disasters: No water, too much water, wind. Mobility should be the last resort. Build resilience, move in a controlled manner, support receiving & sending areas” -Filipe Nainoca of @FijiRedCross at #DCDays17
- Elsewhere, the main issues in the climate negotiations were examined from the perspective of the Least Developed Countries, with a focus on how certain countries are approaching transparency and downward accountability.
- LDCs struggle with lack of capacity but we want to be part of the transparency framework #DCdays17 #LDCleaderrship
- "Get over the hurdle of people seeing climate change as an extra administrative task they have to do." - @Irish_Aid at #DCDays17 #COP23 reiterating what we at @DIE_GDI call the Interconnection between #SDGs & #ParisAgreement
- If transparency is the 'backbone of the #ParisAgreement', how do you make transparency a means of communication? Numbers or an Excel sheet does not equal transparency #DCDays17 https://twitter.com/AchalaC/status/929670271505661952 …
- A further session explored how community-owned adaptation solutions can be scaled up.
- As the afternoon began, it was time to rethink the narratives and context for communication from climate frontlines, hearing from the deaf and from journalists, learning from classic literature, and exploring virtual reality.
- YMMV, but here's my #DCDays17 Day 2 takeaway: effective #climateaction requires *each* of us to take on the mantle of strategic communicator/enemy-of-jargon. Clarity ≠ oversimplification. https://twitter.com/IIED/status/929701554508222465 …

- One day on from starting out with a giant blank sheet of white paper, there was more of the mural of the discussions created by illustrator Jorge Martin to see. Here's some of the highlights:
- The closing panel saw contributions from great speakers from across the globe and insightful questions from the room.
- Closing panel chaired by Mary Robinson at #DCdays17 has started. We're hearing from @agnesleina - so much we can learn from indigenous & pastoralists.
- Agnes Leina of Illaramatak Community Concerns, Kenya, talked about the essential role of involving indigenous knowledge, and Hartwick Schafer of the World Bank agreed.
- Michelle Winthrop from Department of Foreign Affairs and Trade, Ireland spoke about how scientific data cannot replace the knowledge that comes from working with indigenous communities.
- The contribution from the youth member of the panel, Esther Nabuti from Kiribati Red Cross Society, resonated with many people in the room.
- Mumina Bonaya of Kenya Adaptation Consortium talked about how devolved climate finance working closely with pastoralists helped ensure their livestock made it through the rainy season.
- @Illaramatak @WorldBank @Irish_Aid @ICRC @muminabonaya Advice was agreed to by the local people and the livestock were saved - shows the value of collaboration between experts & indigenous knowledge from @muminabonaya #DCdays17
- Diane Holdorf from the Kellogg company talked about why working with communities in their rice supply chain is essential to their business.
- @Illaramatak @WorldBank @Irish_Aid @ICRC @muminabonaya @SASDIAlliance Now @DianeBHoldorf from @KelloggCompany - we are dependent upon farming communities for our business, so we are committed to supporting climate smart agricultural practices #DCDays17

- Makgale Pokwane echoed the sentiments of Kelloggs in his enthusiasm for farmers working with the private sector.
- Sheela Patel of Slum and Shack Dwellers International (SDI) delighted everyone in the room with her stories of women slum dweller groups fighting with the mayors and then making friends with them, and then pledged to bring 10 women from 10 countries to next year's COP.
- Sheela Patel @SASDIAlliance says women mapping services - providing disaggregated data- is an effective influencing tactic for shaming govt into action #DCDays17 @COP23 https://twitter.com/mrfcj/status/929737831844630529 …
- Sheela Patel rises to the #cop23 challenge " Next year I will bring 10 women from 10 cities in 10 countries to be heard here at COP". #empowerlocalvoices #mindthegap #Dcdays17 #climatejustice
- Final questions and answers were thought-provoking and insightful. And finally, Mary Robinson summed up the panel and the whole conference with an inspiring call to action.
- Strong plea at #DCdays17 for more individual passion in fighting against #climatechange and for #ClimateAction. #Uniting4Climate #COP23 https://twitter.com/IIED/status/929744490037940225 …
- Closing off the whole conference, Esther Nabuti from Kiribati shared a heartfelt and moving poem - a tribute to her island.
